INVITATION TO BID

 

Notice is hereby given that sealed bids will be received by Jonathan McCalip, Project Manager of Jackson County Facility Maintenance at Jackson County Courthouse, 10 S. Oakdale Suite 208, Medford, Oregon 97501, until 2:00 p.m. local time the 14th Day of September 2010.

JACKSON COUNTY LIGHTING UPGRADE


Located at:

1.   200 Antelope Rd, White City, OR

2.   808 W. Main, Medford, OR

3.   1005 E. Main, Medford, OR

4.   715, 717, 721 W. 10th, Medford, OR

5.   5505 US Pacific Hwy, Phoenix, OR

6.   100 S. Oakdale, Medford, OR

This project consists of, but is not limited to: Upgrade lighting systems by replacing existing inefficient lamps and ballasts with new energy efficient lamps and ballasts. Replace existing luminaires with new luminaires in selected locations. Remove hazardous PCB (polychlorinated biphenyls) lighting ballasts as found during lighting replacement. Disposal of hazardous material in accordance with local and national regulations.

Two Mandatory Pre-Bid Conferences: September 07th and 08th at 2:00 PM

Location: 200 Antelope Rd, White City, OR.

Bid Close Date:  September 14th, 2010

Wage Rate ‘Lock-in’ date (10 days prior to bid opening): September 04th, 2010

Bid Close Time:  2:00 PM based on the atomic digital clock in Room 208

Approximate Start Date:  Monday, September 27th, 2010

Completion Date:  To be determined by bid.

All bids received which are in proper form will be publicly opened at the above time and place.  Bids entered after the above date and time will not be accepted.  At the time stated above, the Agency may either select the winning bid or reject all bids.  The Agency may, at its discretion, postpone any such action following the opening, for the period expressed in Agency’s Instruction to Bidders, during which period the bids will be irrevocable and open to public inspection.  The Agency may reject for good cause any or all bids, or may waive any informalities in bids, all in its sole discretion, upon a finding by the Agency that it is the public interest to do so.

Instruction to Bidders and all other contract documents may be inspected at the Agency Office, or at the Medford Builders Exchange located at 305 North Bartlett, Medford.  Bid Proposal Packets containing all such Instruction and other contract documents may be purchased at local Builder’s Exchange, location and hours vary.

This contract requires pre-qualification.  All persons, individuals, firms, corporations or partnerships intending to submit proposals shall submit qualification statements at least ten (10) days prior to the opening of bids.  Pre-qualification forms may be obtained and filed at Jackson County Roads and Parks office, 200 Antelope Road, White City, Oregon, 97503.

Each bid must contain a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120.  A copy of the bid specifications and documents are on file and may be obtained at local Builder’s Exchange.

All bids are subject to the applicable requirements of ORS Chapters 279, 279A, 279B, 279C and 701, and the regulations of the Jackson County Facility Maintenance.

Bid security in the amount of five percent (5%) of the amount bid, and in the form prescribed in the Instruction to Bidders, must accompany each bid.  Bid security of the unsuccessful bidders will be returned or refunded as and when provided in the Instructions to Bidders.

All work is subject to ORS Chapters 279C.800 to 279C.870.

FEDERAL RECOGNITION: Work under this contract will be funded in its entirety with federal grant funds from the Oregon Department of Energy awarding American Recovery and Reinvestment Act federal stimulus funds from the US Department of Energy

The Agency will not receive or consider a bid unless the bidder is registered in good standing with the Construction Contractors Board as required by statute.
