Mark was born in Chicago and grew up in New Jersey. He obtained his undergraduate degree from Rutgers University and his law degree from the University of Idaho. Professional/Community Accomplishments:

As a Deputy District Attorney and a member of the Jackson County Child Abuse Task Force, Mark played a pivotal role in creating the Children's Advocacy Center, a private, non-profit organization which allows children reporting abuse to deal with "the system" in a warm, home-like environment. Mark has been a Board member of the Task Force since 1986, and served for 10 years as Board President. He serves on the advisory board of the Court Appointed Special Advocate Program (CASA), and belongs to the Medford Rotary Club.

Mark is a member and past president of the Jackson County Public Safety Coordinating Council, which directs local criminal justice activities. He is a member of the National and Oregon District Attorney's Associations, and also past president of JACNET, the Jackson County Drug Enforcement Task Force. In 1997, Mark was appointed by the Chief Justice of the Oregon Supreme Court to serve on the Oregon Judicial Department's Access to Justice For All Committee. He also sits on the sentencing guidelines sub-committee of the Oregon Criminal Justice Commission.
