Library Advisory Committee

Purpose

To advise the Jackson County Board of Commissioners on rules, policies and other matters pertinent to the governance of the Jackson County Library Services.

Duties of the Library Advisory Committee

  1. Formulate and recommend to the County Commissioners policies for the governance of the county library system.
  2. Establish rules and regulations governing the use of the county library and its facilities, subject to review by the Commissioners.
  3. Make recommendations to the Commissioners on the acquisition and disposal of real and personal property, bequests, and gifts.
  4. Recommend to the Commissioners sites for the location of county libraries and facilities.
  5. Recommend to the Commissioners contractual agreements as needed.
  6. Recommend to the County Administrator the appointment and discharge of the Library Director.
  7. Be available to participate in the interview and selection process of candidates for Library management positions.
  8. Review goals and priorities of the library system as they affect the budget and future development of the library.
  9. Recommend to the Commissioners the sources and level of funding for the library system and its facilities, and support efforts to secure such funding.
  10. Establish policies for the selection and purchase of books and other materials for the library system. Within policies approved by the Commissioners, act as the final authority in controversies over the inclusion of books and other library materials.
  11. Monitor county library operations and prepare reports as required. Serve as liaison between the Commissioners, the library staff and the general public.
  12. Encourage use and support of the county library system.
  13. Establish bylaws, to be approved by the Commissioners, for the Committee's governance.
  14. Interview and recommend to the Commissioners candidates for membership on the library advisory committee.
  15. Carry out such other responsibilities as the Commissioners may assign.
  16. Members of the Library Advisory Committee may be asked to review, evaluate, and comment on plans, programs, contract proposals, or other materials that are considered by Jackson County Administration and/or Library management to be confidential. In such circumstances, the Committee, and each of its members, shall comply with any and all terms an conditions of Jackson County Policy #7-15, Confidentiality and the Use of County Documents, (or its most current modified version).



The Library Advisory Committee holds its regular business meetings on the second Monday of each month at the Medford Library in the Administrative Offices Conference Room, 205 South Central Avenue, Medford, OR 97501, at 3:30 p.m.  When a holiday occurs on the Committee's regular meeting day, the meeting is generally held on the following day (Tuesday).
